The wiki was down for a bit this morning, per http://status.openmrs.org/. You should email helpdesk (rather than posting on Talk) in this case, so that the right people see the message. (They will also get automated alerts.)
If you get a “Not Permitted” error, you need to log out and back in again. (This is discussed on another talk thread.)
