JIRA read-only on Sunday, November 26th

On Sunday, Nov 26th JIRA (issues.openmrs.org) is going to be read-only and may be down for some period. We are sorry for any inconvenience it may cause.

We are migrating from the self-hosted instance that we have been running for as long as I remember to JIRA cloud, which should bring more reliability, better responsiveness and more frequent upgrades.
