What Controls the sequence of the module links on the Admin page?

I am pretty far along working on a new version of NCD 1.4 (mavenized, made to work with OpenMRS 1.12.0) but the order of the links is not correct on the Administration page. Can you tell me how to control that?

Is your module somewhere we can look? Or can we look at the class where you have the links?
