During the discussion about Apply for DIAL OSC Catalytic Grant? (May 2018), while reviewing the checklist for submissions, I noticed that, despite referencing a NOTICE file in the Terms of Service page of Talk, we do not yet have a NOTICE file in openmrs-core.
I created a ticket: Add NOTICE to openmrs-core (TRUNK-5406). It would be good to get README/CONTRIBUTING/NOTICE files in all modules as well, but the NOTICE for openmrs-core is higher priority since it is required for the DIAL Open Source Center grant (due soon).
I did some googling for a NOTICE (aka NOTICE.txt or NOTICE.md) template and found some information from Apache’s policies, but didn’t see an obvious tutorial on how it should be formatted.
If someone could take on TRUNK-5406 (do a little due diligence and submit here, on the ticket, or in a pull request a draft NOTICE.md file for core), it would be greatly appreciated.
