Warning while build Docker Image using the provided Docker file

Question: I was setting Environment of openmrs-ocl-client while Running the Docker Image

on command docker-compose build getting error:

And My terminal is also stuck what is wrong with it??

Normally on Linux, Docker commands need to be run as root. Does sudo docker-compose build work?
