Upgrading Nathan Ruhanga to /dev/3

The last time we talked about him, we were upgrading him to /dev/2. He has continued to climb the ladder by a number of activities like, being the release manager for the upcoming platform, working on reasonably complicated tickets, helping others on talk, and more. It is basing on this background that am proposing we bump @ruhanga to /dev/3 :slight_smile:
