Upgrade Samuel Male to Dev Stage: /dev/4

Hellos,

Basing on the contributions that @samuel34 has done in the community and for various projects like OHRI, am proposing that we upgrade him from /dev/3 to /dev/4

He has been a mentor to a number of people, committed code and reviewed pull requests for both the backend and frontend, led discussions on talk, and more.

Any objections?

Any community member is free to suggest a dev stage upgrade for anyone, including for him or herself. My role is to simply effect it, when it has no objections from the community. :slight_smile:
