Unable to get a connection to the database

I have downloaded the standalone version 2.3.1 but I keep getting the error

Error occurred while trying to get the updates needed for the database. Unable to get a connection to the database. Please check your openmrs runtime properties file and make sure you have the correct connection.username and connection.password set

I have Java 1.8 and Mysql server running in the background

i’m running as implementer not developer

The problem is that OpenMRS cannot connect to MySQL. Do you have a running MySQL instance? You can test this by trying to connect to MySQL using the mysql command-line tool or MySQL Workbench
