Tomcat and Mysql have failed to connect Openmrs

Hello guys i have a problem installing MySql and tomcat. after i used these versions

mysql-installer-web-community-8.0.27.1 (1)

and apache-tomcat-7.0.29

the database did not read as it did when i used xamp… is there something am not doing;

i cant even see the run up for openmrs to open
