If you choose a category (and ideally you should also select tags) so that you people can find your post better. People typically get notified if people post in a given category. Without it – you’re at the whim of people just randomly seeing it.
Is there a config setting for discourse that would let us prevent any uncategorized posts?

No, sadly not. At least not that I can see immediately. We don’t wanna assume what a person’s post will be about, so even if there was – it’s a bad idea.
