A provider is, in essence, a secondary type of user account that marks the user as a clinical user and not just an administrative user. It’s also possible to have “providers” who aren’t users; they won’t be able to log in, but it can be useful for documentation, referrals, etc. so when you create a user, if they need to be able to record encounters, etc., you also need to create a provider for that user.

I don’t want to manually go through each concept file and start the changes again with an empty checksum =) - this will be a very long process

Tested the adjacent case

In the settings, click the checkbox to create a provider , after I added the missing concept from the encounterroles delivery with concepts => it worked, the error disappeared

But the error with initializing the provider when the server started, even with the encounterroles folder added, remained until the provider was manually created for the user in the settings.

If I’m understanding you correctly, there’s no Initializer domain that creates provider accounts for users. Provider accounts are OpenMRS data, and thus outside of the scope of Initializer (as are other “data” elements, like user’s, patients, observations, encounters, etc.).

The “admin” user is only assigned a provider account on dev3 because of the demo data module, in order to help generate the demo data. By default, user’s are only providers if a provider account has been created for them and associated with the same person object.
