It’s a very exciting time to work on health information systems and informatics in Liberia. We (PIH-Liberia and PIH Boston Medical Informatics Team) are working with the Ministry of Health to develop and pilot OpenMRS EMR. The Ministry of Health has big vision for OpenMRS at scale and together we are talking about how this Technical Lead for PIH will help train/orient MoH staff and undergradute computer science students in OpenMRS.

Position Overview:

The Monitoring, Evaluation, and Medical Informatics department at Partners In Health Liberia (PIH-L) is expanding our health informatics systems (HIS) and seeks a technical expert to join our team. The Medical Informatics Technical Lead must have a strong background in building, implementing and optimizing health informatics interventions. S/he will be the technical lead with emphasis on building technical skills within our PIH-L medical informatics team.

PIH-L currently uses OpenMRS, DHIS2 and CommCare software. Our vision is to design, test and build medical informatics systems with the PIH-Boston Medical Informatics Team and local Ministry of Health that have ability to scale. Thus, the Informatics Technical Lead must have experience building efficient informatics solutions for remote settings and an aptitude for formulating informatics strategies.

Additionally, she or he will work closely with PIH-L M&E team, PIH-Boston Medical Informatics team and the Government of Liberia to ensure our system align with informatics policies. There will be a strong research component to our informatics strategy development, including measuring value and costs of these systems so an interest in documenting and researching solutions will be advantageous.

Specific Responsibilities:

  • Work closely with PIH-L M&E and PIH-Boston Medical Informatics departments to design, implement and optimize health informatics systems, with emphasis on OpenMRS
  • Write and implement professional development plans for building technical informatics skills within our medical informatics team
  • Ensure hardware, software, and networks are configured correctly for HIS
  • Test new releases, maintain test and demo servers, and roll out system upgrades
  • Configure systems and tools, and script these for repeatability and reusability, which includes:
    • View and contribute to code in Github
    • Create scripted data structures within DHIS2 for repeatability
    • Configure OpenMRS instances, including clinical forms and content, enabling/disabling apps, etc.
  • Document projects in Lead documentation of technical details and projects PIH’s JIRA ticketing system
  • Support user training sessions and ensure user feedback is captured, documented and addressed
  • Collaborate with Government of Liberia and other organizations at the local and national level on topics such as scalability and interoperability
  • Support informatics research and costing projects
  • Take on additional work required for data management and medical informatics

Academic qualification:

• Bachelor’s degree in medical informatics, computer science or information technology related field

Required Qualifications • Minimum 3 years’ experience in medical informatics, computer science, software development/ implementation or other experience related to information systems management • Commitment and ability to train M&E and IT staff in medical informatics • Java programming and web application development • Ability to write SQL queries • Demonstrated commitment to building open-source software • Experience with OpenMRS a significant advantage • Experience using Raspberry Pi or other single board computers and other novel technology a major asset • Strong communicator and a team player • Comfortable living in a remote area

Desired Qualifications

• Liberian National • Expertise in information technology is highly desirable • Expertise with tools such as Power BI, Pentaho, etc will be added advantage
