Sorting out the 2.3 (perhaps 2.3.1) release

I think the 2.3.1 release should go on with the 1.11.4 platform as per my response to the thread:

1.11.4 upgrade fails due to person change to datetime

Continuing the discussion from Changing Person birthdate to datetime: Thanks @sunbiz for catching the upgrade to 1.11.4 problem with this change!
