Sorting out the 2.3 (perhaps 2.3.1) release

Released 2.3.1 version of openmrs-module-referencemetadata to Maven.

the Reference Metadata Module version should match the Reference Application version

As there have been many discussions going on, on the version number.

How about switching the version of the reference application module (and reference metadata) to be 2.3.0.1-snapshot

I understand it is best to be 2.3.1 Hence, released as 2.3.1.

Also, Updated distro pom for chartsearchVersion to be 1.4.1
