How implementation needs get prioritized on the roadmap? Development

OpenMRS has grown tremendously in these past 10 years. However, as the number of implementations grow, it is increasingly difficult for any organization to understand how their needs are being addressed by the software development process. It would be helpful for OpenMRS to provide some guidance how implementation needs can be recorded and prioritized for placement on the product development roadmap.
