Request a new repository for OpenMRS claims module

Hi everyone,

the SolDevelo team started work with the new claims module.

This module will be related to dealing with insurance claim aspects (https://wiki.openmrs.org/display/projects/OpenMRS+claims+module).

We would like to ask for creating a new Github repository for this module.
