The OpenMRS Project Manager will be responsible of 2 distinct projects:

  1. Project Nº1 – Electronic Patient tracking System (EPTS) migration for ICAP Mozambique
  2. Project Nº2 – Design and coordinate the new PMTCT module for the OpenMRS system for the OpenMRS Mozambique working group

The project Manager will be under the supervision of ICAP’s Strategic Information Unit manager and will receive direct technical assistance from the ICAP M&A sub-unit manager and will supervise and mentor the work of both the e/mHealth officer and the database developer. The OpenMRS project manager will participate in the OpenMRS Mozambique workshops and meetings, contributing ideas and lessons learned for the better good of the health information systems community in Mozambique. The project manager will collaborate with OpenMRS Mozambique working group and other USG Partners to design and develop the Prevention of Mother to Child (PMTCT) module of the OpenMRS.

Location: Maputo with up to 50% of site level supervisions and field visits to Provinces

This position is grant funded.

Major Accountabilities

Project Nº1 – EPTS migration for ICAP Mozambique:

  • Elaborate a clear Project workplan and System Support Strategy for the ICAP EPTS migration from MS-Access based database to OpenMRS
  • Perform overall tracking across the project implementation including task, time, scope, resources and budget management
  • Lead the pre-assessment at Health Facility level for EPTS migration requirements, including selection of sites and HF OpenMRS focal points
  • Work with Strategic Information, M&E and clinical teams to customize clinical content to be added or removed from the system
  • Work with ICAP’s procurement staff to obtain hardware and infrastructure requirements
  • Lead coordination of the placement of the equipment into the facility
  • Coordinate with the technical team for installation of the software onto the equipment (servers and client access configuration)
  • Coordinate with the OpenMRS technical team for the configuration and test of the data migration tool (MS-Access to OpenMRS)
  • Work with the technical OpenMRS technical team to develop mentorship and user training materials
  • Organize and lead end-user trainings for OpenMRS system at provincial level (M&E, ITs and clinicians)
  • Coordinate HF based pilot of OpenMRS implementation including on the job-training and technical support
  • Collect feedback and suggested inputs from end users, USG partners and stakeholder for system requirements and improvements
  • Elaborate and implement systems documentation processes, Standard Operating Procedures (SOPs) and Manuals for the OpenMRS system
  • Work with the facility users to move from a pilot to production and coordinate technical and functional support for any issues in the go-live
  • Ensure effective communication between the project teams, the M&E and technical teams, leadership, and all of the affected departments during implementation

Project Nº2 – Design and coordinate the new PMTCT module for the OpenMRS system:

  • Coordinate an OpenMRS MCH TWG of stakeholders
  • Develop and maintain the project plan for design and development of the PMTCT/MCH module
  • Engage clinic managers to elaborate the OpenMRS PMTCT module
  • Collaborate with OpenMRS MCH TWG to design OpenMRS PMTCT module workflow, user interface, and technical architecture
  • Create SOPs for documenting requirements using Best Practices for requirements documentation
  • Design initial set of MCH and PMTCT reports based on review from the OpenMRS MCH TWG
  • Test iterations of reports with end users to verify completeness and effectiveness
  • Test iterations of requirements with end users to verify completeness and effectiveness; modify as needed based on feedback
  • Communicate with OpenMRS MCH TWG members progress made on the MCH and PMTCT module

Education

  • A degree in Computer Science, Information Technology, Management of Information Systems or another related field. Master Degree on Software Development is an advantage

Experience, Skills & Minimum Required Qualifications

  • Extensive background in software development
  • Minimum three (3) years-experience managing complex projects, with a preference for software project management
  • Information Technology or Information System technical skills, including: Systems administration, computer programming
  • English (proficient) & Portuguese (fluent) required

Experience, Skills & Preferred Qualifications

  • Project Management Professional (PMP) certificate or an advanced degree in project management, such as a MSPM or other graduate degree in technology management
  • Knowledge of the Software Development Life Cycle (SDLC), including knowledge of requirements solicitation, application development, logical and physical database design and networking
  • Database management and/or analysis experience: defining variables to construct required indicators, building in-system queries for clinical patient follow-up and/or reporting purposes, integrating data quality analysis. Experience working for an International NGO or with the Ministry of health in African/developing countries
  • Manages staff to assure they are meeting individual/group objectives as per the workplan and lead project teams toward identified deliverables
  • Solves problems and/or identifies actions oriented in solving problems as a team through a collaborative climate and open communication
  • Speaks effectively and listens to the other person’s words and engage in communication on what the other person is speaking about
  • Deals effectively with others in an antagonistic situation; using appropriate interpersonal styles and methods to reduce tension or conflict between two or more people
