Using the URL of issues.openmrs.org instead of tickets.openmrs.org fixed an annoying problem. Thanks to @mseaton for the suggestion.
Symptom/History: I created a few OpenMRS JIRA tickets using tickets.openmrs.org and then it just stopped working. When I click the “Create” button on the top header, the screen goes gray and it freezes. There are a bunch of errors in the browser console. I tried 2 browsers (chrome and firefox) and the same bad behavior with both.
