Patient REST service returning 304 + cashier module

@bwolfe @sharif @dkayiwa @BandaHealth I recently added cashier module with latest openmrs snapshot. When the mircofront end make service call, it returns 304 as mentioned in screenshot. we need to allow frontend to get patient details wherever required.

I think you are going to have to fold your sleeves to fix any bugs or add missing features in this module.
