EOL for Platform 1.9.x

Continuing the discussion from OpenMRS 1.12.0 released: With the release of Platform 1.12.0, per convention our actively-supported lines are now 1.12.x, 1.11.x, and 1.10.x. This means that Platform 1.9.x has reached EOL, and therefore the core development team will no longer be backporting bugfixes to this line.
