I think status.io is fine as the canonical source for outage notifications, but I think scheduled outages should be posted for Talk.
For what it’s worth, I put 1 day notice on the 5-30 minute range, but that was really for the far end of the range… I’d say for anything less than 10 minutes, I’d be fine with no notice. Problems happen, and I wouldn’t want to go overboard on procedure if a reboot could just be a quick fix.
