Thanks for this @akanter
New version of CIEL dictionary has been added to dropbox and on Open Concept Lab for October 19, 2025!
CIEL has been designated a Digital Global Good by Digital Square!! This is added to its Digital Public Good designation from the DPGA!
Just wanted to let folks know that I am posting a new version of the CIEL concept dictionary in the dropbox with versions including 1.11.6, 2.0.1, 2.1, 2.2, 2.3, 2.4.5 and 2.5.5. Note that I will no longer be releasing in versions prior to 1.1!
Can I please remind everyone using the CIEL dictionary that this is a trust model. We are providing the service to the community and the community assists by providing concepts they require back to CIEL. This also includes translation of CIEL concepts into other languages. If you have added concepts to your dictionary and have not reported them back to CIEL, I strongly encourage you to do so (if guilt doesn’t work, then I will start to harass you :).
Be sure to read the wiki: om.rs/getciel
NOTE THAT THE DISTRIBUTION METHODOLOGY FOR CIEL USING THE OPEN CONCEPT LAB IS THE PREFERRED DISTRIBUTION MEDIUM FOR CIEL.
Each version includes the global property ciel.conceptsVersion which contains the date of the release in YYYYMMDD format. A new global property update was added for 1.11+ which will force recreation of the word index as this is no longer included as part of the CIEL upload.
This release was a quality improvement release with elimination of duplicate concepts, clarification of duplicate SAME-AS mappings to the same reference concept as well as the addition of concepts to support Uganda EMR and various OHDSI mapping projects including addition of some behavioral health assessment concepts. Continuing to add ICD-11 maps and French and Portuguese translations. Please continue to help QA the French translations, please. Contributing your concept prevalence data to the study will help fill gaps to CIEL and maps to ICD-11, so please see: Concept Prevalence Study FAQ - Google Docs
The drug table was not updated for this release. We are working on getting a new version of the drug table out, but if you are interested, reach out to me separately.

This release continued quality improvements and preparing for a refreshed version of CIEL in OHDSI February vocabulary release. New concepts for behavioral health tools and additions for Malawi and PIH also were added. New FDA-approved drugs and ATC mappings were added. Continuing to add ICD-11 maps and French translations. Please continue to help QA the French and now Portuguese translations, please.

Thanks @akanter for your help about recent added Drugs in the CIEL dictonary. Following up on the last conversation. Will the recent file be added in the new release of CIEL dictionary ?
Yes. That is planned for this week. @burke
@akanter I got this error from my recent pull from CIEL: Cannot save mapping https://api.openconceptlab.org/orgs/CIEL/sources/CIEL/mappings/9151247/ [CAUSE]: Column ‘uuid’ cannot be null, what could have caused this error?
That is odd. Perhaps @jamlung can take a look, but I am seeing an external id for CIEL concept 342 in both head and the 12/24 released version. This is a retired mapping which makes no sense. I thought that the OCL module does not bring in retired maps (there is no place to put them in OpenMRS. Can you explain more how you are using this mapping?
Hi @jaghatise! If you are making a collection in OCL that uses this failing mapping, you can go to the “References” tab in that collection and try to remove the Reference to that mapping. That should remove it from your collection, allowing you to save a new version and try to import it into OpenMRS again.
@akanter you are right that the mapping is retired. The UUID of that mapping is null, but I would expect that the OCL module ignores it when importing since it’s retired. That may not be the case though. I asked AI to review the GitHub repository and it indicates that retired mappings still need a UUID (i.e. an “external_id” in OCL). See the Root Cause description below:
The OCL Module fails to generate a UUID for mappings when:
1. The mapping has external_id: null
2. The mapping's url field contains a relative path (e.g., /orgs/CIEL/sources/CIEL/mappings/9151247/) instead of an absolute URL
The UUID generation code attempts to use external_id first, then falls back to generating a UUID from the url field using version5Uuid(). However, this function appears to fail when given a relative path instead of an absolute URL, resulting in a null UUID.
Why Retired Mappings Are Affected:
Retired mappings are processed through the full validation flow (including UUID generation) before their retirement status is evaluated. They are not skipped early, so invalid data still causes import failures even though the mapping would ultimately be ignored or removed.
Note: I would always recommend an actual developer to verify this ![]()
Yes AI is correct. Retired mappings still need a uuid because the module would use it to fetch the existing mapping from the database and retire it accordingly.
If the mapping does not exist in the database, then the incoming retired one is ignored. But the uuid is what the module uses to check if one exists.
So I am still confused as to why OCL has a mapping record with a null UUID.
Some of that AI output seems wrong on the technical details. If the mapping has an external_id, we use that as a UUID. Otherwise, we generate a UUID from the URL. It really doesn’t matter if it’s an absolute or relative path and, because of how OCL works, it’s always a relative path.
That said, retired mappings should be skipped unless they match an existing mapping, in which case they replace it (this is how the module supports retiring existing mappings). So, it seems like there’s a bug there…
I will attempt another pull later today once I am done creating couple of forms. I may also have to look through the errors and find out what could be wrong both from my local dictionary and OCL (CIEL instance)
New version of CIEL dictionary has been added to dropbox and on Open Concept Lab for January 25, 2026!
