For people interested in academic use of EHRs to drive outcomes research in LMICs, I would recommend joining a new conversation happening within the OHDSI community. OHDSI (www.ohdsi.org) is looking to stand up an Africa-specific community and the first meeting is happening this Thursday. We have had some earlier discussion about how OpenMRS implementations would be able to port their data in the OMOP/OHDSI format. CIEL concepts are currently part of OHDSI’s terminology framework.
