MSF in Geneva is seeking an OpenMRS Project Manager

Context

Médecins Sans Frontières is an international, independent medical and humanitarian organisation that provides care to populations in need, to people affected by natural or man-made disasters and to victims of armed conflicts, without discrimination and regardless of their race, religion, belief or political affiliation (MSF Charter). The MSF movement is built around 5 operational centres supported by 24 sections and offices worldwide.

MSF Operational Centre Geneva (MSF OCG) is one of these centres. Its 61 field projects operations are implemented in 23 countries in Africa, the Middle East, Asia and Central America. The field operations are guided and supported by 5 Operational Cells and an Emergency unit, one Emergency Desk and other departments supporting operations, including Medical, Logistics, Human Resources, Finance, Information Systems, Communication & Fundraising, and General direction.

OCG Innovation unit has been reorganized to respond to current innovation challenges by combining coordination work on medical technologies and ensuring the alignment of ambitions with the section’s midterm strategic objectives. As such, the focus will be given to ensuring patient cantered initiatives, leveraging transversal support systems for innovation, and prioritizing transformational initiatives.

OCG has planned to develop a robust EMR (Electronic Medical Record) that can respond to different settings, medical typologies, and levels of care and work seamlessly with its chosen data aggregation system (DHIS2). To this regard, our OC has launched a Transformational Investment Capacity (TIC) project. The objective of this transformative project is to demonstrate the feasibility of implementing a generic model of EMR solution to facilitate delivering patient-centered care by efficiently and securely sharing clinical data among health unit services and care providers. Key measures of success include:

  • Deliver functional MVP: Creation and/or modification of a viable EMR using OpenMRS 3.0 adapted to MSF missions.
  • Demonstration of acceptance of the tool among frontline health workers, program owners and decision makers.

To implement the project, OCG is looking for a Project Manager for a period of 1 year. Subject to extension review depending on success evaluations.

Summary of role

The EMR Project Manager is responsible for the coordination and completion of the OCG Modular Pilot Project including activities related to planning, design, and proof of concept implementation of a viable EMR solution at the end of the project.

The PM will be responsible to setting and respecting deadlines, assigning responsibilities, monitoring and reporting the progress of the project.

The PM will oversee and coordinate all aspects of the project with close guidance and input from the following key internal stakeholders:

  • OCG Health Information System (HIS) team
  • OCG IT and Medical departments
  • OCG Innovation and Medical Technology Unit
  • OCG Project Management Office

In addition, the PM is expected to build and maintain healthy working relationships with external stakeholders including other MSF sections, ICRC and the larger OpenMRS community.

Specific responsibilities

  • Lead the analysis, the selection and the design of the solutions of the solutions incorporating inputs from all relevant stakeholders.
  • Manage projects components through the entire software development lifecycle.
  • Report to and align with various governance and oversite structures (Steering Committee etc).
  • Have a full understanding of the business requirements, project stakes, benefits, constraints, interdependencies.
  • Coordinate communication with all areas and stakeholders of the organization impacted by the project.
  • Manage expectations.
  • Define project plans and teamwork assignments, direct and monitor work efforts on daily basis, identify resource needs and perform quality review.
  • Escalate functional, quality and timeline issues appropriately.
  • Track key project milestones and adjust project plans and/or resources to meet the needs of stakeholders.
  • Coordinate the sourcing (RFI, RFP, contracting and transition) and lead the selection of the best service provider.
  • Ensure coherence and good cooperation within the project team.
  • Liaise with the infrastructure and operations teams for the implementation and the commissioning of solutions and decommissioning of legacies.
  • Ensure full compliance with the PMO methodology, tools and standards. Actively propose improvements.
  • Ensure good collaboration for an upheld compliance with system security, data protection, patient confidentiality (GDPR) and standards.
  • Deliver project documentation and formal reporting.

Exigences

Education

  • Tertiary degree in computer sciences, information systems, engineering, or related field.

Experience

  • Min 5 years of work experience in implementing EMRs or related health information systems
  • Experience as an IT or software project manager leading transversal projects.
  • Experience with projects requiring automated data and functional integration of multiple software systems
  • Experience as a software developer or a technical lead is a plus.
  • Experience with OpenMRS is a plus
  • Project management certification (PMP, Prince2, Hermes, Scrum) or recognized project management curriculum, and good knowledge about the agile approach could be a plus.
  • Experience in an international environment is a plus

Languages

  • Fluent in English and French.

Skills / Technical competencies

  • Excellent overall understanding of EMR matter (architecture, tailor-made and off-the-shelf business and IT solutions, IT organization, IT infrastructure, technologies).

  • Good overall understanding of functional matter (Supply, Finance, HR, CRM, Medical).

  • Capacity to lead project team members and convince senior management stakeholders in a matrix organization.

  • Strong data entry, organizational and interpersonal skills.

Personal qualities

  • Ability to multi-task, work under pressure and meet deadlines effectively.
  • Excellent written and oral communication skills.
  • Committed to MSF values.

Terms of Employment

  • Fixed-term contract of 12 months with an occupancy of 100% (40h/week)

  • Based in Geneva

  • Possibility of being based in another MSF section. The contract conditions depend on the hosting MSF section.

  • Ideal starting date: July 2022

  • Gross annual salary (Geneva-based only): from CHF 107’412.- to CHF 122’532.- (salary commensurate with equivalent experience and internal salary grid)
