Department The eHealth Unit has the mandate to promote and advance secure, efficient, and effective use of health information from MSF operational activities, and help to inform future health information technology initiatives. The Unit supports the ability to capitalize on available information in order to make appropriate and timely management decisions, and rationalize reporting requirements by refining how data is gathered, used and shared. The Units work spans the entire development lifecycle from analysis of needs to deployment and long-term use of those systems and applications. The Unit has the responsibility to look to the future and further develop its information management capacity and systems, including better incorporation of the use of new technologies, to facilitate informed decision-making in order to adapt its humanitarian response to constantly changing situations.

Project The eHealth Unit team members are based in Paris, New York or in field missions and transverse between the operations, medical and IT departments. The eHealth EMR Implementation Engineer functions as a core member of the eHealth team under the supervision of the EMR team lead. The eHealth EMR Implementation Engineer will be responsible for configuration of the forms and setup of master data in the EMR, along with setting up of users and access rights, infrastructure setup and deployment of EMR software on servers, and support of EMR in hospitals and projects in the field. This will include setting up and maintenance of software environments and applications while conforming to OCP standards and ensuring international policies, including procurement, configuration, security and backup policies are in place and adhered to.

Tasks Main Duties and responsibilities -

● Implementation ○ Configures data capture forms and fields in EMR based on finalized metadata using JSON, CSS and SQL skills ○ Configures drug lists, diagnosis lists, lab test lists, disposition lists, bed layouts, and other master data in the EMR ○ Configures and updates concepts, and concept sets based on finalized metadata ○ Uses CSS, JavaScript and Groovy skills to configure patient summary dashboards, including calculated values and formulas, patient queues, patient registration and enrollment forms, charts, graphs and other display widgets in the EMR ○ Configures discharge and visit summary display controls and widgets using JSON ○ Sets up providers, users, user groups and associated access rights and privileges ○ Sets up data backup and sync mechanisms ○ Ensures efficient and error free data migration from existing applications and spreadsheets by writing migration scripts using scripting languages ○ Debugs issues using Unix commands and queries databases such as MySQL and PostgreSQL ○ Queries the EMR databases to generate reports and performs additional analyses and interpretation as required ○ Works with eHealth Unit Technical Administrator on infrastructure setup and maintenance activities and steps required for software deployment and roll-out (stated below) ● Infrastructure Setup and maintenance ○ Sets up and maintains primary and secondary servers, operating systems, backup and sync mechanisms, and hosting environments required for deployment and upgrade of the EMR ○ Sets up end user devices with sufficient user privileges and access rights ○ Ensures security of hosting environments, servers, end user devices, and data ● Deployment and Roll Out ○ Deployment of EMR and associated software on servers (cloud hosted or remote and physical), including setting up, deployment and troubleshooting - ■ CentOS and other distributions of Linux ■ Commonly used servers such as Apache HTTP and Tomcat servers ■ Databases such as MySQL and PostgreSQL ■ Physical servers and cloud hosting instances for different environments using AWS ■ Environment monitoring software such as Hyperic HQ, Nagios and Zabbix ○ Provides technical support, troubleshoots and resolves issues, ensures up to date documentation, and works with vendors to escalate issues as per processes setup

Profile ● 5+ years’ experience in configuring and deploying EMRs or large IT systems ● Experience in coding SQL scripts and Unix shell scripts is a must ● Proficient in JSON, JavaScript, HTML, CSS, Groovy and other scripting languages ● Knowledge of Java and Python programming languages is a must ● Deep know-how in deployment, troubleshooting and maintenance of servers such as Tomcat and Apache ● Demonstrated knowledge of web applications and database is a must ● Extensive real time experience deploying and troubleshooting MySQL, PostgreSQL and other open source databases

Requirements ● Experience working on various linux distributions including CentOS, Debian and Ubuntu ● Experience with virtualization platforms, e.g. Docker ● Skilled in setting up and using helpdesk tools such as Nagios for server monitoring ● Experience implementing OpenMRS or similar platforms ● Strong organizational skills and ability to work in a culturally diverse environment ● Great interpersonal skills and a genuine desire to learn new skill sets ● Self-starter able to initiate and follow through programs with minimal supervision ● Strong written and oral communication skills ● Experience working in low resource settings ● English required, French and Arabic an asset
