How to change default locale for all users?

How does one change the default locale for all users in an in openmrs instance ?

I know how to change every user using the setup below

If you go to Global Properties (Admin --> Advanced Settings), you can find a setting called “default_locale”. There you can specify the default locale for all users in an OpenMRS Instance.
