error 1819 (hy000) your password does not satisfy the current policy requirements

On my system I used : 3 special character, 1 number and 1 Capital letter and total 11 character long password ($ySt3m@CAT!) but the problem shown on my system how to fix it?

I just created user with the above password and logged in? While creating the user did you check the option to also create a provider?
