EMR-API Global Property is missing in config.xml

Application Name: EMR-API Version Number: 1.13

The GP emr.encounterMatcher is missing in the config.xml. If there is no intention behind that I would make a PR on this issue!

Sure, go ahead and create a ticket and do a PR for it.

This is not intentional. (You may want to check whether someone is creating that GP through a liquibase changeset instead.)

No liquibase changeset for this existing, just checked!
