What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

Purpose

The ICRC’s Health Unit is designing a new application to support individual data management in its clinical activities: PEARL Project is the new approach for the Electronic Medical Record (EMR), a case management application for ICRC’s employees providing health care to individuals, as described in the organization digitalization roadmap.

PEARL project

Pearl is part of ICRC’s Health Information System (HIS) and will support personal data collection/treatment, and additional functionalities aiming to facilitate the quality of care given to beneficiaries by ICRC’s health staff. The application will provide adequate case management in clinical procedures, and at an aggregated data level, it will also illustrate the model of care given through the continuum of care. It will support the activities of four of the six Health programs (Hospital, Mental and Psychosocial Support, Detention, Physical Rehabilitation), and will, therefore, be multidisciplinary and transversal.

The project will move ICRC’s health programming one step forward into the standardisation of clinical practices and promotion of best practices.

Main responsibilities

The EMR Deployment Officer is responsible for the initial field training, deployment and support of the Pearl Project in the ICRC supported facilities. The Pearl Project consists of two open source applications to manage individual-level data (OpenMRS) and aggregate level data (DHIS2) collection. The EMR Deployment Officer will be under the supervision of the EMR Business Project Manager but will spend the majority of his/her time in the field and is the key onsite representative of the Pearl Project in the field. The EMR Deployment Officer will oversee the field component of the Pearl Project:

  • Change Management

  • Identify risks related to adoption and long term use of the EMR system

  • Conduct assessment and provide recommendations on process/workflow changes

  • Identify, analyze and define risk mitigation tactics

  • Training

  • Conduct on-site training in using the system at point-of-care as well as retroactive data entry

  • Ensure system/workflow changes are communicated and followed

  • Identify and train super users to provide first line support and training

  • Deployment Support

  • Provide support during the different phases of the project (user acceptance testing, pilot and roll-out)

  • Assess and document the challenges, needs and opportunities regarding the use of the EMR (as well as other field data collection tools) at point-of-care and/or retroactive data

  • Liaise with the project team in prioritization of the required system changes

  • Provide ad hoc support on the portable appliance/server installation

  • Reporting

  • Data quality - Develop and communicate recommendations to improve the quality of data and optimize the use of current features

  • System utilization/adoption - Provide reports at a facility or delegation level on the outcome of the UAT, Pilot and deployment – highlighting lessons learned,

  • Regular Reporting – Provide weekly reports to communicate issues related to the functioning of the system, content of the forms, challenges with training, system adoption and highlight lessons learned at the end of every deployment

Education and experience required

  • University degree in a relevant field (Public Health, Computer Science, Healthcare Administration, Medical, etc.)
  • Experience working in a low resource environment, humanitarian health setting (PHC, Surgery, ER, Physiotherapy, other hospital inpatient services)
  • Experience in large scale implementation/maintenance of Open Source Health Information System (HIS)
  • Availability and willingness to travel and work in different field settings:
    • Up to 6 weeks per project in Africa and the Middle East

  • Excellent interpersonal skills and capacity to integrate, and work, in a multidisciplinary environment
  • Excellent written and oral communication skill, with a well-developed ability to communicate complex concepts in non-technical terms
  • Strong analytical and organizational skills
  • Proven ability to communicate easily with ICT technical teams and Business teams
  • Change management and risk management is an asset
  • Experience with the ICRC, with the Red Cross and Red Crescent Movement or with other humanitarian organisation an asset
  • Capacity to work under pressure in a complex environment and proven ability to work in a diverse team
