Do we ever 'Archive' repositories?

For example, https://github.com/openmrs/openmrs-contrib-atlas-docker/commits/master is not going to be used anymore, it will be replaced.

What’s the process for that?

My proposal (in 2016 Feb) was to create an OpenMRS Archive for these repositories.
