Display controls does not reflect translated values from translation file

Hello everyone,

Currently when we switch locales, section names are not translated and translations for concept names are picked from openmrs , where as when the form is rendered from consultation page the translations(for concepts and section names) are picked from translations file.

Inorder to maintain consistency and single source of truth we suggest picking the translations only from translation file throughout Bahmni.

As per the existing forms2.0 design I expect translations should be read from translations json file only not openmrs. I expect the same behaviour for any locale.
