how to get the latest concept dictonary and schema related to it?
There is no separate Concept schema, only the overall OpenMRS schema. The details about how to leverage the CIEL dictionary in your openMRS implementation is available on the wiki: https://wiki.openmrs.org/display/docs/Getting+and+Using+the+MVP-CIEL+Concept+Dictionary
Basically, once you read the documentation, you can email me with details of your implementation (country, languages, inpatient/outpatient/research, version of OpenMRS, etc.) and I will provide a dropbox link. There is also a service in Beta called Open Concept Lab which would allow you to subscribe to a dictionary.
If you want to see the full CIEL dictionary you can also download the OpenMRS platform appliance (not the reference application) and choose the CIEL option.
