Coded and Non coded properties in openmrs data models

While creating translations between OpenMrs data models and Fhir resources, one of the question that has come is what’s the intended use case of these two properties?

eg In allergy resource is it possible to have both coded_allergen and non_coded_llergen having data within the same record or non coded is only used where coded_allergen is null?

coded_allergen will always have a value.

When non_coded_llergen is having a non null value, coded_allergen points to the other non coded concept. https://demo.openmrs.org/openmrs/dictionary/concept.htm?conceptId=5622
