Can not open tomcat folder ?

tomcat folder can not openning that folder in C:\Program Files\Apache Software Foundation but cannot open and why ?

in window 11 i can go this allocation C:\Program Files\Apache Software Foundation\Tomcat 9.0\conf this folder for " tomcat-users.xml" and try to open it.

in my pc i have two os one windows11 and second one is ubuntui just go ubuntu and just go that location and edit that file

actually am not using windows but what i know it may only fail to open if its a in system folder but u can get a zip file and extract it you use that folder in the ides and i think its easy to open by getting a zip file by the browser if you did that ,dude am also dude thanks
