Allow users to create bulk SMS accounts with the SMSLib gateway

Hi Devs,

This is related to the public jira at [1]. I am a newbie to the community and need some information on this. Based on the description I have the confidence to complete this task.

What is the related module to this in git? Can someone please point out the document. I found these two modules [2] [3] and wondering what exactly it is related to. As far as I understand, it is [2].

Any advice on this issue is appreciated.

@ttcphilips that module was moved to github at https://github.com/openmrs/openmrs-module-messaging

Also, this module is no longer under active development (or active use as far as I know), so I would suggest picking a different ticket to work on, outside of the messaging module.
