Adding / Editing Programs in Ref App 2.5

I can’t seem to figure out how I can enroll patients in a program in Reference Application 2.5. I know I can edit in Advanced Adminisration under “Manage Programs” but it seems incomplete. How do I make the programs and enrollment appear in the UI? And perhaps under the “General Actions” in patient dashboard, etc?

Unfortunately this feature is not currently included in the Reference Application. (The underlying API supports it, as does the Legacy UI. Some of the other distributions support programs as well.)
