Yes, two-factor authentication sounds great!
We can use Twilio as provider, they have good feedbacks

Could anyone please provide information about the work done on this? Has someone developed this and used it in any of the sites?
We at Bahmni team were considering approaches for supporting two-factor authentication and possibly providing authentication plugins which could be used in specific implementations. This is especially of interest to the work we are doing to support offline data entry by health workers.

No work was done on this. This has no connection to the EMR system in any way – at least currently, and I don’t think we’ll be implementing it as it is not a priority use-case. Closing this topic as it is rather old.
