I think it is by design and you should simply change the timezone of your PC to match the timezone of the server.

It turns out that an automated test I am running against https://qa-refapp.openmrs.org/ fails at some point due to this time zone issue. what is the right timezone for https://qa-refapp.openmrs.org/
