Agree all /dev/5s should be responding to transfer requests with +1 or comments. BTW I wonder how many +1s is enough to get the repo to be transferred 
I’m not sure why we transfer repos instead of simply forking someone’s repo to github.com/openmrs. It would alleviate the trouble of adding and removing someone from the Transfer Team.
