Why is Program Enrollment Date off by one day?

Platform Version: 1.9.0 Build 27760 - Windows Server 2008 R2 / JAVA 1.7

Question:

I want to change my program enrollment date (Patient/Overview/Programs -> enrollment date = 1/1/2015) but when I select the program to change, the pop-up that allows me to change the date shows the previous day (31/12/2014). If I save, this incorrect date gets saved. Is this a timezone configuration issue or a bug?
