Upgrade Cliff Gita & Sharif Magembe to /dev/2

For a while, @gcliff and @sharif have raised pull requests, helped others on talk, attended community meetings, done some code reviews, and a number of other community activities. It is basing on this background that i suggest we upgrade them from /dev/1 to /dev/2
