Unable to Request for Code Review

Am working on a ticket “Trunk-5142 Invalid property ‘startDate’ of bean class org.openmrs.Location” and am failing to see the button for “Request Code Review” on this ticket. Here is the ticket url https://issues.openmrs.org/browse/TRUNK-5142

First claim the issue

Am just wondering I claimed the issue just of recent. When you see the snapshot above clearly shows am already an assignee to the ticket.
By trying to claim it again as advised throws an exception
