Pls Im having the same issue, I have being stuck at 99% on openmrs 2.8.0, for over 5hours and it is still stuck. I have done this, yet same Goto openmrs_core configuration/ocl/ Delete the CIEL_CIEL_v2025-04-07.2025-04-06_104524.zip file Rebuild image. Drop all volumes, and docker-compose up again
How are you running OpenMRS? Can you also share the logs via pastebin.com?
