I think this issue is linked to Issue Local language you raised earlier.
We tried to edit the older concept as well as creating the new concept in Thai language and it is working fine for us in Bahmni 0.89. It seems the issue you are facing is because of some other configuration changes.
Can you please try to inspect on the browser and see if you are getting any error while loading this page?
