I have imported the new version of CIEL dictionary, and saw some strange commits by you here . while creating a pull request I see that all the changes you made are being undone. There is no issue connected to those changes as well. My concern is do I need to redo those changes and create a pull request? or are those changes not needed and I can create the pull request.

The fixes were necessary afer upgrading CIEL at https://github.com/openmrs/openmrs-module-referencemetadata/commit/c23566fc0090b6f37d9fb1150cae809954bb1cb9 so that the referenceapplication starts up properly. form_text="" is a non-existing column and needs to be removed from the export data and quotes are not properly escaped by the export script so they need to be changed to '.
You should be able to easily discover issues with the exported data running ReferenceMetadataActivatorComponentTest
