Problem in setting local openmrs server instance

I am trying to setup a local instance of openmrs test server but I am stuck at the following screen

As mentioned I downloaded legacyui-1.3.2.omod and added it to modules directory and restarted the server but still I am seeing this screen only.

Try press CTRL + SHIFT + R from your browser’s address bar.
