Position Title: Systems Engineer, Medical Informatics

Reports To: Director of Medical Informatics

Location: Boston, Massachusetts

Position Overview

The Systems Engineer is responsible for supporting, configuring, and improving both cloud-hosted and locally deployed health information systems utilized at health facilities across Haiti, Rwanda, Malawi, Lesotho, Liberia, and Sierra Leone and throughout PIH central offices. Working as a key member within small team of global health information system specialists, the Systems Engineer will collaborate closely with informatics, monitoring and evaluation, quality improvement, supply chain, laboratory, radiology, and other clinical operations departments globally on maintaining critical systems in support of patient care, operational efficiencies, and continuous improvement. The Systems Engineer must have a strong and demonstrated technical aptitude and a passion for health equity.

Primary Responsibilities

System Configuration, Implementation, and Development (35%) Configure and integrate disparate health information platforms, across EMR, Lab, Radiology, Pharmacy, M&E and other systems within a Health Information Exchange Develop and implement new data collection forms and other content in strategic health information systems, including OpenMRS, DHIS2, CommCare, and other platforms Develop and implement automated tools for repeatable provisioning of configuration and content into development, test, and production environments Develop new system functionality, including data extractions, functional improvements, data warehousing and ETL capabilities, and other new features as needed

Server Administration, Security, and Operations (25%) Provision new Linux servers in both cloud and on-premise deployments Configure, document, and maintain back-end services including user accounts, backups, monitoring, network configuration, SSL certificates, security rules, and package upgrades Administer and maintain productivity and collaboration tools (e.g. JIRA, Bamboo) Develop tools to facilitate the consistent and reliable provisioning of servers and applications, leveraging industry best practices (e.g. Ansible, Puppet, Docker)

System and End-User Support (25%) Coordinate and facilitate issue notification and resolution with vendor support teams for health information systems (e.g. Radiology/PACS, Lab Information Systems) Troubleshoot and resolve technical support issues with site-based HIS and IT managers, including both software and hardware-related issues Proactively monitor deployed systems for potential issues Develop documentation, including training materials and support manuals, to facilitate local resolution of issues and increase overall capacity to perform system support

Field-based Collaboration, Support, and Capacity Building (15%) Travel periodically to country-based implementation sites for bi-directional training, learning and collaboration on cross-site support improvement Perform site assessments and support planning for infrastructure and process changes in support of HIS implementation Support rollout of new implementations, including training, support, and maintenance

Qualifications

Bachelor’s degree in computer science or a related field Minimum of 2-4 years of relevant work experience Comfortable traveling to rural foreign locations (up to 15% of the year) Experience with Linux system administration (particularly Ubuntu) Experience with one or more programming and/or scripting languages (e.g. Bash, JavaScript, Python, R, Groovy, Java, SQL) Experience with any of the following strongly preferred: DevOps, including Docker, Ansible, Puppet or other provisioning solutions Global health informatics and/or health information systems HIS Interoperability standards including HL7 and FHIR Open source development and collaboration with widely distributed teams OpenMRS, DHIS2, CommCare, or other open source HIS solutions Ability to take initiative, work independently and with minimal direction Interest in public health, international development, and social justice strongly desired Strong communication and organizational skills Fluency in English is required; proficiency in French or Haitian Kreyol desirable
