Are we still using SCRAP for automatic error reporting?

Hello @dkayiwa, @ryan or anyone from the QA team,

The https://wiki.openmrs.org/display/docs/OpenMRS+Platform+Release+Process states release managers to send a request to Helpdesk to update SCRAP and to provide a JIRA release number.

Looking at https://github.com/openmrs/openmrs-contrib-scrap, and demo.openmrs.org has a global property reportProblem.url to send the automated error reports to errors.openmrs.org/scrap but, when trying to access that page it redirects to https://issues.openmrs.org/secure/CreateIssueDetails. Is that how it is designed to work?

Question.1. - Are we still using SCRAP for automatic error reporting? Question. 2. - Are we using the JIRA build/version number for anything except SCRAP?

If SCRAP relies on anonymous issue creation, then no. I had to disable that due to spam.
